Dive into anything

Last year, I bought a 4K monitor for my PC. The monitor has a DisplayPort input as well as 2 HDMI inputs. I was doing some research about DisplayPort vs. HDMI, but I don't really feel like the difference is clear. I had the impression that DisplayPort was better for HDR and better for some monitors due to refresh rate. However, since this monitor only goes up to 60Hz, it wouldn't make a difference for refresh rate.

However, one thing I've noticed is that with the DisplayPort cable, Windows says the monitor is at 59Hz. With HDMI, Windows says the monitor is at 60Hz. I've read that there are technical reasons Windows would say 59Hz but it would actually be 60Hz. Does anyone have a clear answer/explanation?
